Sun Halo Mask tells Black Cross Fuhrer, if Rainbow Mask had formed a united front with him, it wouldn't have ended like this.  Black Cross Fuhrer summons Mirror Mask and tells him to join forces with Sun Halo Mask and defeat the Gorengers.

Black Cross Fuhrer is ready to start the Pile Operation.  Sun Halo Mask is ready.  He activates a screen, that lowers a map that has five blinking lights on it.  Sun Halo Mask explains the lights are the EAGLE outposts in the Kanto prefecture, which house the nuclear plants.  These five nuclear plants provide EAGLE with most of their energy.  If we bomb these 5 locations, the EAGLES will receive catastrophic damage! Black Cross Fuhrer adds, bombing the plants will also release uranium waste throughout the region.  We get to kill two birds with one stone.  Black Cross Fuhrer wants Mirror Mask, with Sun Halo Mask's help, to not fail in this mission.  Mirror Mask is ready to go.  But Sun Halo Mask stops him.  Sun Halo Mask asks, what about the Gorengers?  Mirror Mask is confident that with both of their powers combined, the Gorengers will stand no chance!  Sun Halo Mask tells him, Rainbow Mask's confidence led him to his doom.  The five Gorengers combined are not to be underestimated!  Mirror Mask gets angry and call Sun Halo Mask a fool.  They start to fight but Black Cross Fuhrer yells at them to stop.  Black Cross Fuhrer tells them, to bomb the nuclear plants, the Gorengers need to be eliminated.  He asks Sun Halo Mask, what will he do?  Sun Halo Mask has a plan, the Division Mission.  Sun Halo Mask walks over to the screen, and has it this time display a picture of the Gorengers.  Sun Halo Mask states, when all Gorengers are assembled, their power increases significantly.  Black Cross Fuhrer responds, then make sure you don't let them all assemble.  Sun Halo Mask agrees.  Just severely injure one Gorenger.  Mirror Mask wonders which one.  Sun Halo Mask picks Momo Ranger as the Gorenger to be targeted.   Peggy Matsuyama and Kenji Asuka are patrolling Kanto Nuclear Power Plant #1 and the EAGLE Headquarters. They separate and Peggy enters a building alone.  Hidden behind a mirror, Mirror Mask keeps a close eye on Peggy.  Peggy spots the mirror and does a quick check on her appearance.  As she walks away, an eye appears in the mirror, watching her.  Peggy senses someone watching her immediately, but when she looks behind her, she sees nothing.  The eye (Mirror Mask) appears once more in the mirror.  Peggy gets an uneasy feeling once more.  She takes a few more steps and then quickly turns around.  Once more, she sees nothing.  She runs back to where she was, calling out, who is it?!  Peggy makes her way back to the mirror and is suspicious of it.  Peggy transforms into Momo Ranger.  She shouts at the mirror, come out, whoever you are!  Nothing happens.  Momo Ranger lands a powerful kick to the mirror.  It shatters and falls to the floor.  Momo Ranger is determined to find who was behind the mirror, but finds no one.  Peggy reports back of what she had sense, but no one believes her.  She is sent, along with Kenji and Haruko Nakamura to Kanzanji Hot Spring/Sun Hotel to rest.
