Several teens are directing the Juice Bar for an upcoming dance.  Kimberly is practicing her gymnastics.  Jason and Trini are practicing karate moves.  Billy and Zack are helping with the decorating and carrying a banner.  Skull walks in and shoves some teens aside as he announces Bulk's arrival.  Bulk enters on a skateboard and heads straight for the banner Zack and Billy are carrying.  Bulk runs into the banner and it covers his face.  Bulk continues on the skateboard, this time heading towards Jason and Trini.  Trini is unaware of the commotion and accidentally kicks Bulk with her karate kick.  Bulk removes the banner and is now heading towards Kimberly.  Kimberly yells at him to watch where he is going.  Bulk replies that he can go where he wants to.  Ernie is carrying a cake and Bulk is heading straight towards him.  Bulk is unable to stop and lands in the cake, knocking Ernie down.  Bulk's face is covered in cake as Billy, Jason, Zack, Kimberly, Trini, and Skull gather around.  Skull asks Bulk if he is sure this is where he wanted to go?  Everyone, but Bulk, laughs.

Rita was watching the teens set up for the party, when she got her next idea.  Rita:  This will be a piece of cake.  I'll send a monster to attack them when they're least expecting it.  And then you'll suffer, you foolish Power Rangers.  Rita went in search of Finster.  Rita:  Finster!  Rita found Finster, Baboo, and Squatt and started yelling at them.  She told them to stop playing with clay and goofing off.  Rita wanted Madame Woe.  Baboo and Squatt were terrified.  Baboo said that Madame Woe was almost as horrible as Rita.

Ernie grabs a hold of Bulk & Skull and tells them they have to follow the rules.  Ernie tells them until they pay for the cake, they are not allow back in and escorts them out.  Jason, Zack, Kimberly, Trini, and Billy have overheard the conversation and laugh.  Zack tells them Bulk & Skull never learn.  Zack offers Billy some dancing lessons.  Zack does some dance moves as well.  Billy turns the offer down.  Billy isn't interested in learning dance moves to attract female attention.  Zack is in disbelief and replies to each his own.  Jason asks Billy if he is going to the dance.  Billy replies no.  Kimberly tells him there must be some girl at school that he would like to take.  Billy tells them he would rather work on his weather project.  Billy starts to leave as his friends watch.  Billy bumps into a young lady, Marge, as he was leaving.  Billy and Marge are instantly attracted to each other.  Marge realizes her necklace is missing and glances down at the floor.  Billy spots the necklace on the floor.  They both reach for the necklace, bumping their heads in the process.  Billy reaches down once more and picks up the necklace.  Billy puts the necklace back on Marge.  Watching, Jason asks Zack if Billy really needs tips on meeting girls from him.  Zack replies what can he say, it's looks like a match made in heaven.

Standing on her balcony, Rita vows she is going to finish the Rangers once and for all.
