At Angel Grove High School, Trini and Kimberly were working on getting the kids to sign their petition to shut down a dump site. They had set up a table for their petition. Mr. Caplan stopped by and thought it was commendable that they were trying to shut down the dump site, but he wondered if it was as bad as the girls were saying. Trini and Kimberly emphasized the place created a lot of pollution.
Rita had been watching from her Moon Palace, and she laughed. This gave Rita an idea to use pollution to ruin the whole planet. Finster thought it was a great idea and once his monster eliminated the Power Rangers, Earth will be finished.
Back at the high school, Kimberly and Trini were still working on getting kids to sign their petition. Jason, Billy, and Zack came walking down the hall and they stopped to talk to the girls. Trini told them they were going to deliver the petitions in the afternoon to the dump site. Trini asked them to come along. Each one had an excuse. Jason had a karate class, Billy had a meeting with the science fair committee, and Zack was suppose to meet with Alpha 5 for something important. The guys walked away. Bulk & Skull were in the hall as well. Bulk & Skull began hassling the girls. Bulk tossed a can and Skull threw a can at them. When another student stopped to pick it up, they dump an entire trash can on him. Bulk then wanted to get the girls. A trash can was rolled towards them and Kimberly flipped away. Skull commented that Kimberly had finally flipped over him. Bulk was determined to get her. Bulk and Skull ran towards Kimberly at the same time. Kimberly flipped out of the way. Bulk & Skull crashed into each other. When they pulled apart, Bulk & Skull ended up stuck in trash cans.
Rita was watching the waste dump. She was thrilled to see the girls were heading straight towards her waste dump. Baboo was concern if the girls found out it was her plant, wouldn't it ruin her plans? Goldar suggested ambushing them with Putties and finishing them off with a monster. Rita liked the plan.
