Page Twenty-Four

The Zolder warns Peggy that's what you get if you try to escape.  There is a long line of people standing around a building.  On the rooftop, scientists are giving the people an injection.  Peggy is taken to the rooftop, ahead of the line.  She watches the procedure for a moment.  The Zolders push Peggy towards the front of the line.  Peggy, still watching, concludes they must implant DNA from a wolf.  It can allow the entire human population to transform into wolves this way.  Carefully, Peggy takes her Spike Hairpin out and works on her handcuffs.
