The formula is dropped into a container of water.  The water evaporates very quickly.  The plan is to turn earth into a barren desert.  Black Cross Fuhrer is very impressed.  Sun Halo Mask had already used his Z20 on the African front lines and it was a huge success.  Now, the plan is to use it on Japan.  Black Cross Fuhrer notes it will take away food and water from it's people.
