Crescent Moon Mask had come up with a plan to turn citizens into werewolves. Citizens were injected with wolf DNA and transform into werewolves. The Wolf Corps were successful in their attack against EAGLE Squad 3. Injuring several EAGLE soldiers before. Only one werewolf, Werewolf #8, retain memories of life prior to being turned into a werewolf. Werewolf #8 made numerous attempts to reunite with his daughter, Rika. Momo Ranger and Aka Ranger tried several times to help Werewolf #8. Eventually, Peggy is captured and taken first to a cell and eventually lead outside. Two Zolders, on either side of Peggy, escort her along a dirt path. Peggy stops when she spots the strange sight ahead of her. Werewolves doing training drills.
