They easily jump over any barrier in their way.  They even manage to skate their way down a flight of stairs.  Tommy suggests a short cut and they all agree.  They skate their way through a construction site.  Not far from them, Bulk and Skull are preparing to land.  Skull notes this doesn't look like the target landing zone.  Bulk blames Skull, claiming all his kicking and screaming threw off his sense of direction.  The pair land.  The construction workers are upset at their arrival.  Skull and Bulk know they are in trouble.  One of the construction workers walks over to them, and asks them what are they doing.  Thinking quickly, Bulk replies that they are from the Angel Grove building inspector's office.  Skull adds, that building's supposed to be over there!  Bulk points out the man working without proper foot protection.  Skull asks, who's in charge around here?  The construction worker, Dave, becomes confused.  Soon a group of guys call out to him, to come have a look at this.  Skull tells Dave to go on.  Still a little confused, Dave leaves.  Skull tells Bulk that was a close one.  Meanwhile more construction workers have gathered around the area that Dave was at.  They are looking at a large metal seal in the ground.  There is a face etched onto the seal.  They have no idea what it is.
