After awhile, they stop. Tsuyoshi feels it's weird that they haven't located the signal. After a moment's pause, Kenji suggests it could be in the ocean. Tsuyoshi agrees and they head for the docks. Once they reach the docks, the signal is immediately picked up. A pair of Zolders is spotted. Kenji and Tsuyoshi get off their Machines and spilt up. Tsuyoshi, hidden, tosses a rock. The Zolder hears the sound and goes after the rock. Tsuyoshi suddenly leaps out and lands a chop on the Zolder's back. Above him, Kenji is fighting another Zolder on a roof top. Tsuyoshi enters the building the Zolder was guarding. He finds another Zolder inside and fights it. Tsuyoshi lands powerful chop on it's back, knocking it out. Tsuyoshi quickly finds a trap door and opens it. An alarm goes off. Tsuyoshi drops into a room, where Steel Ring Mask and several Zolders are plotting. Tsuyoshi is unaware a Zolder is approaching from behind him. But Kenji is behind the Zolder and calls out a warning. Tsuyoshi and Kenji easily knock out the Zolder. Steel Ring Mask orders the remaining Zolders to get them! Tsuyoshi flings a Zolder and lands a chop on another. Kenji tries to take on Steel Ring Mask. But Steel Ring Mask knocks him aside, grabs the microfilm and gets away. Steel Ring Mask takes off on a motorcycle. Mido Ranger and Aka Ranger pursue him on their Machines. Very quickly, Mido Ranger and Aka Ranger catch up to Steel Ring Mask and stop their Machines. They leap off their Machines and strike Steel Ring Mask. Mido Ranger punches Steel Ring Mask as Aka Ranger kicks him. Steel Ring Mask makes an attempt to get away, but Aka Ranger use his Red Vute to stop Steel Ring Mask. Aka Ranger demands that Steel Ring Mask returns the microfilm. Steel Ring Mask breaks free but Mido Ranger stops him with several punches. Steel Ring Mask falls to the ground and rolls. Steel Ring Mask quickly gets up and leaps away, landing on a boat. Steel Ring Mask takes off in the boat. Mido Ranger and Aka Ranger continue the chase on a boat. Steel Ring Mask tries to get away from Mido Ranger and Aka Ranger, but no matter the direction he steers the boat, they are behind him. Mido Ranger tosses his Midomerang and it hits Steel Ring Mask in the back of the neck. Angry, Steel Ring Mask tosses several steel rings towards Mido Ranger and Aka Ranger's boat. There are several explosions in the water, but the boat is never hit. Kenji and Tsuyoshi catch up to Steel Ring Mask's boat and see that it is empty. Tsuyoshi wonders where Steel Ring Mask is at? Kenji guesses the sailboat. (There is a sailboat a close by.) Tsuyoshi agrees and they take their boat over to the sailboat. When they approach they sailboat, Tsuyoshi shouts out to Yuiko and Kumi (a mom and her young daughter), if they had seen someone funny go on their sailboat? Yuiko replies that they haven't. Kenji and Tsuyoshi board the sailboat. Tsuyoshi has Kenji check an area as he talks to the dad. Kenji takes a few moments to playfully play with the Kumi's rings. Kumi praises Kenji. Kenji thanks the young girl and then searches the bow of the sailboat. Meanwhile, Tsuyoshi ask the dad if they can search the cabin, as Yuiko joins them. The dad replies I told you, no one else is on the ship. But Yuiko wants them to check, this is getting scary. The dad reluctantly gives permission. Kenji and Tsuyoshi follow the dad into the cabin. The cabin is empty and the dad points out this out. The dad becomes frighten when he spots several large rings on the wall. Tsuyoshi spots the frightened look and asks what's the matter? The dad nervously replies, nothing. Kenji suggests that Steel Ring Mask went into the ocean. Tsuyoshi thanks the dad for showing them the cabin as they head out. Up on the boat, Kumi waves off Kenji and Tsuyoshi. Kenji and Tsuyoshi arrive at the harbor. Tsuyoshi is wondering where Steel Ring Mask went. Kenji notices the sailboat has not moved. Kenji and Tsuyoshi search the harbor area for Steel Ring Mask. Later a huge attack from Black Cross Army destroys several of EAGLE's buildings and kills numerous EAGLE soldiers. Kenji and Tsuyoshi stand at the remains of the EAGLE station.
