Bulk and Skull were at the Youth Center. Bulk was playing a video game. Skull wiped the sweat off of Bulk as Bulk concentrated on the game. The game ended and Bulk was out of quarters. Bulk spotted Billy walking up and pointed him out to Skull. Billy was putting containers in the recycling bin when Bulk and Skull walk up and stood n either side of him. Bulk demands money. Billy tells them he doesn't have any to spare. Bulk & Skull pick him up and turn him upside down. Bulk and Skull shake Billy and several coins fall out. Bulk and Skull then place Billy in the recycling bin. Trini walks over as Bulk & Skull reach for the coins. Bulk & Skull bump their heads, become dizzy, and stagger away. Later, that day, Billy passes his yellow belt test, after reenrolling in Jason's karate class. Billy, Jason, Zack, Kimberly, and Trini start to walk away. Bulk and Skull yank Billy away from his friends and start giving him a hard time. Within a few moments Bulk & Skull are stunned when they are suddenly knocked around by an unseen force. Bulk and Skull get knocked to the floor. Billy leans over and tells them to remember to keep your mental energy tightly centered, like the nucleus of an atom. Frighten, Bulk and Skull get up and run away.
Bulk and Skull were hiding behind the Rad Bug. The Rad Bug was parked outside of Billy's garage. Bulk and Skull could hear the conversation inside the garage. Kimberly and Billy were inside the garage and Billy was explaining his invention to Kimberly. Bulk asked Skull if he heard that. Skull said yes and it sounded like a dog. That was not what Bulk meant. Billy had been talking about his invention that would allow people to read minds. Bulk considered the possibility. Skull tried several times to get Bulk's attention, but Bulk waved him away. Bulk was too interested in what was happening in the garage. Skull had spotted the German Shepard and finally managed to get Bulk's attention. Bulk turned his head and saw the dog. The German Shepard growled at them. Bulk and Skull took off running. Later, Bulk and Skull would return to Billy's garage. They crawled inside and then stood up next to the machine. Bulk told Skull he saw what Billy had done and knew what to do. Bulk told Skull to get into the machine. Skull was confused as to what he should do. Bulk told him to think and he was going to try and read his mind. Skull excitedly asked if he could think of Kimberly. A little exasperated Bulk told Skull not to tell him. Bulk and Skull entered the machine and Bulk pulled the switch. After several minutes, Bulk and Skull stepped out. Skull laughed at Bulk until they both realized that their minds had been switched. Bulk and Skull screamed. The following day, Bulk and Skull went to the Youth Center. Bulk was enjoying his spaghetti and meatballs sandwich and asked Skull not to breathe on it. Bulk was tried of the switch. They needed to find Billy and get him to switch them back. Later Bulk and Skull entered Billy's garage. Jason, Zack, Kimberly, Trini, and Billy were there. Bulk asked Billy to switch them back. Billy became angry when he found out that they had messed with his machine. Billy asked his friends what he should do. Trini suggested he let them be, maybe then they would learn not to mess with other people's property. Zack thought they had already learned that lesson. Billy let them enter the machine. After a few minutes, they stepped out and were back to normal. Skull pulled Billy aside and asked him if he could borrow his brain for a math test on Monday. Billy replied some people never learn.
